The CSR+ BONUS based on the AFNOR standard for responsible production: the entire measurement

Introduction

On the occasion of the 78th Cannes Film Festival, the National Center for Cinema and the Moving Image (CNC) presented the introduction of the CSR+ bonus, in line with its eco-conditionality of aid. This measure follows a request from the Minister of Culture, Rachida Dati, to implement an incentive for professionals who commit to producing films in a sustainable and responsible manner.

The CSR+ bonus

This measure will come into effect on September 1, 2025, for a period of three years. The CSR+ bonus is a unique and unprecedented measure designed to encourage producers of live-action fiction (feature films, TV movies, and series) to comply with the Level 2 commitments of the AFNOR standard, the national guidelines for responsible production.

This scheme consists of a lump sum grant of €28,000, awarded automatically, as well as the CNC covering the cost of certification. It will be granted, after verification by an independent third party appointed by the CNC, to fiction film and audiovisual productions that have implemented the actions in levels 1 and 2 of the AFNOR reference framework for responsible film, audiovisual, and advertising production, i.e., 26 actions.

There is no hierarchy among the actions; all are mandatory. The subsidy will be issued upon production approval for film works and upon final authorization for audiovisual works.

The AFNOR standard

The AFNOR standard for responsible film, audiovisual, and advertising production

The CNC and the Directorate-General for Media and Cultural Industries (DGMIC) of the Ministry of Culture, with the support of AFNOR (French Standardization Association), brought together more than 130 professionals: representatives of film, audiovisual, and advertising production unions, representatives of employers and employees, as well as industry experts on these issues.

Together, they have developed a user guide designed to support professionals in these sectors in their commitment to more responsible production, which is already underway, and to structure this approach at the national level. This free, voluntary framework provides a common national basis for changing practices.

Structure of the AFNOR standard

The document is structured into seven chapters corresponding to the environmental and societal challenges of production:

  • CSR governance
  • Energy and mobility
  • Responsible purchasing, food, and waste management
  • Digital sobriety
  • Biodiversity and animal welfare
  • Inclusion, equality, and quality of life at work
  • Training and awareness

28 cumulative actions spread across the three levels, each comprising: a description of the action, the objectives and desired impacts, control elements, and comments.

Under the CSR+ Bonus, Level 2 must be achieved, which involves 26 mandatory criteria.

Eligible works

Eligibility criteria

The CSR bonus is intended for French-initiated live-action fiction films and audiovisual productions that have implemented levels 1 and 2 of the AFNOR standard:

  • Feature films lasting 60 minutes or more
  • Units of 60 minutes or more
  • Series: for seasons of 60 minutes or more

❌ Short films, documentaries, animated films, and international co-productions are not eligible.

✅ Works intended for streaming platforms are eligible if they have previously received production support from the CNC.
